Long Term Demand and Supply Working Group

Long Term Demand and Supply Working Group (LDSWG) will be responsible to review, among other things, Ten Year Load Forecast Report and Ten Year Ahead Generation Capacity Report produced by Single Buyer Sabah.

Under the Guidelines for Single Buyer Sabah, as stipulated in Paragraph 7.6.2, Single Buyer Sabah must establish three (3) Single Buyer Working Groups and one of the working groups is Long Term Demand and Supply Working Group. This Terms of Reference (“TOR”) will address among others, matters concerning the establishment, composition, functions and operations of the LDSWG

The LDSWG will be responsible to provide advise and recommendations to the Single Buyer on the development, processes and outcomes in relation to the following documents:

  1. Ten Year Load Forecast Report as produced by Load Forecast Department of Single Buyer Sabah, and
  2. Ten Year Ahead Generation Capacity Report as produced by Capacity Planning Department of Single Buyer Sabah.

The LDSWG shall review issues including, but not limited to:

  1. Discuss, review and validate the data input and assumptions used by Single Buyer in producing the Ten Year Load Forecast Report and Ten Year Ahead Generation Capacity Report;
  2. Discuss, review and advise on the step load (potential business proposal) and emerging trends targets such as Energy Efficiency, Electric Vehicle and SELCO PV;
  3. Discuss, review and advise on any new potential energy source in Sabah;
  4. Discuss, review and advise on the constraints for electricity supply system in Sabah,which include gas supply, generation adequacy, generator availability and transmission lines;
  5. Review and advise on improvements for procedure and methodology related to the load forecast and generation capacity planning; and
  6. Discuss, review and provide necessary recommendation on relevant context in view of improving the Ten Year Load Forecast Report and Ten Year Ahead Generation Capacity Report.

4.1 The LDSWG shall comprise the following permanent members:

  1. Chairman for LDSWG (Chief Executive Officer of Energy Commission of Sabah),
  2. Deputy CEO (Planning and Economic Regulation), Energy Commission of Sabah,
  3. Head of Single Buyer Sabah,
  4. Pengarah Unit Perancang Ekonomi Negeri Sabah(UPEN)
  5. Head of Grid System Operator (GSO) Sabah,
  6. Chief Executive Officer of Sabah Energy Corporation (SEC),
  7. One (1) representative from Ministry of Industrial Development & Entrepreneurship Sabah (MIDE),
  8. One (1) representative from SMJ Energy,
  9. One (1) representative from Malaysia Petroleum Management (MPM), Petronas

4.2 Permanent members shall appoint an alternate member to sit in the meeting in their absence and shall notify the secretariat on their absence within three (3) days before the meeting.

4.3 Subject matter experts or other participants may be invited to the meeting as and when necessary.

The Chairman and at least four (4) other members listed in paragraph 3.1.

The secretariat for the LDSWG is ECoS. The main functions of the secretariat are as follows:

  1. To advise the Chairman on the need to convene meetings,
  2. To advise members of the LDSWG on the proceedings of the meetings,
  3. To prepare agenda and notification for meetings at least seven (7) days before the meeting,
  4. To circulate reports to the members of the LDSWG at least three (3) days before the meeting, and
  5. To prepare minutes of meetings and the documents evidencing the decisions arising from such meetings.

The meeting shall convene at least twice a year.

Whenever the Chairman is unable to attend and conduct the scheduled meeting, the chairmanship shall be taken over by a ECoS member of the LDSWG as directed by the Chairman. Alternate Chairman has the same authority with the Chairman.

The minutes of the meeting and the decisions arising from such meeting shall be circulated to the members of the LDSWG within five (5) working days after the meeting is conducted.

LDSWG is governed by the Guidelines for Single Buyer Sabah.

Single Buyer Dispatch Scheduling Working Group

Single Buyer Dispatch Scheduling Working Group (SBDSWG) will be responsible to review, among other things, the efficiency and effectiveness of the dispatch scheduling procedures performed by the Single Buyer Sabah and other participants in facilitating the achievement of the Single Buyer Sabah objectives.

Under the Guidelines for Single Buyer Sabah, as stipulated in Paragraph 7.6.2, Single Buyer Sabah must establish three (3) Single Buyer Working Groups and one of the working groups is Dispatch Scheduling Working Group. This Terms of Reference (“TOR”) for the Single Buyer Dispatch Scheduling Working Group (“SBDSWG”) serves to guide the operations of the short to medium term load forecast, power system dispatch planning and fuel requirement planning from day ahead up to five years.

The SBDSWG will be responsible to provide advice on the operations of the scheduling of the Single Buyer (in broad terms) on the conduct of the following:

  1. One Year Ahead Dispatch Schedule;
  2. Three Month Ahead Dispatch Schedule;
  3. Week Ahead Dispatch Schedule;
  4. Day Ahead Dispatch Schedule;
  5. Supply Capacity Adequacy Assessment for any Short Term and/or Medium Term;
  6. Other relevant task specified in the Guidelines for Single Buyer Sabah.

The Dispatch Scheduling Working Group shall review issues including, but not limited to:

  1. Review issues on efficiency and effectiveness of the dispatch scheduling procedures performed by the Single Buyer Sabah and other participants in facilitating the achievement of the Sabah objectives;
  2. Review appropriateness of timelines in the dispatch scheduling procedures;
  3. Review appropriateness of the form and content of participants’ submissions of inputs to the Single Buyer Sabah for the purpose of producing the dispatch schedules;
  4. Review appropriateness of the form and content of information disseminated by the Single Buyer Sabah to other participants;
  5. Advise and review the Least Cost Dispatch Scheduling Methodology;
  6. Advise and review the Dispatch Scheduling Model;
  7. Advise and review the current procedures on load forecast, dispatch scheduling and short term planning;
  8. Review outcomes and advise on improvements on procedures and methodology for load forecast, dispatch scheduling and short term planning; and
  9. Discuss, review and advise on other relevant issues in view of improving efficiency and effectiveness of the short term planning process.

4.1 The SBDSWG shall comprise of the following permanent members:

  1. Energy Commission of Sabah (ECoS)
    1. Head of Capacity and Energy Planning ECoS as the Chairman
    2. Relevant personnel from the Department of Industry Planning ECoS
    3. Relevant personnel from the Department of System Operation ECoS
  2. Single Buyer
    1. Chief Engineer of Energy Resource Planning Department
    2. Senior Manager of Load Forecast Department
    3. Energy Resource Planning as the Secretaria
  3. Grid System Operator
    1. Chief Engineer of Grid Operation Planning Department
    2. Chief Engineer of Grid Control Department

4.2 Permanent members shall appoint an alternate member to sit in the meeting in their absence and shall notify the secretariat on their absence within three (3) days before the meeting.

4.3 Subject matter experts or other participants may be invited to the meeting as and when necessary.

The Chairman and at least two (2) compulsory members from Single Buyer Sabah and Grid System Operator.

The secretariat for the SBDSWG is the Energy Resource Planning, Single Buyer Sabah. The main functions of the secretariat are:

  1. To advise the Chairman on the need to convene meetings.
  2. To advise members of the working group on the proceedings of the meetings.
  3. To prepare agenda and notification for meeting at least seven (7) days before the meeting.
  4. To circulate relevant reports as specified in the Guidelines for Single Buyer Sabah to members of the working group at least three (3) days before the meeting.
  5. To prepare minutes of meetings and appropriate action sheets.

The meeting may convene once every quarter or as and when necessary.

Whenever the Chairman is unable to attend and conduct the scheduled meeting, chairmanship shall be taken over by ECoS member of the working group as directed by the Chairman. Alternate Chairman has the same authority with the Chairman.

The minutes of the meeting and decisions arising from such meeting shall be circulated to the members of the working group, at least five (5) working days after the meeting. At the start of each SBDSWG meeting, the previous minutes of meeting is to be confirmed and agreed upon.

TOR shall be reviewed by ECoS and amended by Single Buyer Sabah as and when necessary.

SBDSWG is governed by the Guidelines for Single Buyer Sabah.

Single Buyer Website Working Group

Single Buyer Website Working Group (“SBWWG”) will be responsible to review, among other things, the format and accessibility of the information published on the Single Buyer Sabah Website and timelines for publication of such information.

Under the Guidelines for Single Buyer Sabah, as stipulated in Paragraph 7.6.2, Single Buyer must establish three (3) Single Buyer Working Groups and one of the working groups is SBWWG. This is a Term of Reference (“TOR”) for the SBWWG. It serves to guide the development, operations, and maintenance of the Single Buyer Sabah Website.

In general, the SBWWG will be responsible to provide advice on matters concerning the development, operations and maintenance of the Single Buyer Sabah Website, as well as to assist the Single Buyer Sabah to develop website-related strategies. The responsibilities of the SBWWG will also include, among others:

  1. To monitor the content, format and development of the Single Buyer Sabah Website,
  2. To identify and define how the Single Buyer Sabah Website is to be utilized by Independent Power Producer (IPP) and Service Level Agreement (SLA) Plants and the general public, and
  3. To set standards for Single Buyer Sabah Website development and monitoring.

The SBWWG shall review issues including, but not limited to:

  1. Provide input into the layout/content of “official” pages,
  2. Provide input to develop standards and guidelines for “official” layout/content,
  3. Assist in monitoring content to ensure adherence to standards and guidelines and consistency and accuracy of industry-related information,
  4. Assist in developing strategies for training/development of departmental contacts (people who maintain departmental or individual pages),
  5. Provide feedbacks on suggestions from departmental contacts and users,
  6. Promote the Single Buyer Website and optimise its use as a public relation tool for Single Buyer Sabah, and
  7. Keep abreast of new directions in technology and suggest new features for the ever-evolving website.

4.1 The SBWWG shall comprise of the following permanent members:

  1. Energy Commission of Sabah (ECoS)
    1. Head of System Planning as the Chairman
    2. Relevant personnel from the Department of Industry Planning ECoS
    3. Relevant personnel from the Department of System Operation ECoS
  2. Single Buyer
    1. Chief Engineer of Energy Resource Planning Department
    2. Energy Resource Planning as the Secretariat
    3. Relevant personnel from each department of Single Buyer
  3. Grid System Operator (GSO)
    1. Relevant personnel from the Grid System Operator
  4. Appointed 3rd party ICT Service Provider

  1. To advise the Chairman on the need to convene meetings,
  2. To advise members of the SBWWG on the proceedings of the meetings,
  3. To prepare agenda and notification for meetings at least seven (7) days before the meeting,
  4. To circulate relevant reports to the members of the SBWWG at least three (3) days before the meeting, and
  5. To prepare minutes of meetings and the documents evidencing the decisions arising from such meetings.

The meeting shall convene at least bi-annually.

Whenever the Chairman is unable to attend and conduct the scheduled meeting, chairmanship shall be taken over by ECoS member of the SBWWG as directed by the Chairman. Alternate Chairman has the same authority with the Chairman.
